He specifically highlighted that many properties, which were legally regularized following the 2008 repeal of the Urban Land Ceiling Act, have now been unjustly frozen under the Indian Registration Act.

The BRS deputy floor leader demanded that Revenue Minister Ponguleti Srinivas Reddy accept moral responsibility and resign rather than scapegoating subordinate officials. Beyond the registration crisis, Rao criticized the state for diverting funds away from essential welfare programs like Kalyana Lakshmi. He insisted on immediate transparency, warning that the current 22A process risks being weaponized to obscure illegal land occupancies.
