Ukraine’s parliamentary commissioner for human rights, Dmytro Lubinets, confirmed Kyiv’s adherence to the agreement, which was coordinated alongside Russia’s commissioner Yana Lantratova and US First Lady Melania Trump. The Russian Defence Ministry reported halting shelling toward the city of Kherson beginning at 4 a.m. Tuesday to facilitate the operation. Despite this, Russian strikes struck Kyiv the same day, damaging subway infrastructure and forcing traffic suspensions, while additional casualties were reported in Kharkiv and Pavlohrad.
The volatility extends beyond the front lines. A drone attack in the Russian city of Bryansk killed one person and wounded six, while a separate strike on a bus in the Russian-controlled Zaporizhzhia region left one dead and 30 injured. These incidents highlight the severe limitations of localized pauses when both nations continue to pursue divergent military objectives. As Washington attempts to mediate, with technical-level talks tentatively scheduled for November in Abu Dhabi, the Oleshky arrangement serves as a fragile test of whether diplomatic engagement can coexist with ongoing large-scale hostilities.
