Russia maintains that the dialogue is effectively gridlocked, attributing the lack of progress to shifting American priorities. Specifically, Moscow pointed to U.S. military engagements in Iran as a complicating factor that distracts from the Ukraine agenda, casting further doubt on the ability of both nations to reach a consensus on the ongoing hostilities.
