Ukraine’s Energy Ministry confirmed that emergency restoration crews are operating only where security conditions permit. DTEK, the nation's largest private energy provider, reported a thermal power plant was forced offline following the shelling. The company noted that its facilities have endured more than 230 strikes since the 2022 invasion began. Conversely, the Russian Ministry of Defense claimed its air defenses intercepted 443 Ukrainian drones overnight.
The escalation follows a St. Petersburg meeting between U.S. special envoy Steve Witkoff and Vladimir Putin. The Russian president stated on television that Moscow is prepared to resume U.S.-mediated talks in November, emphasizing a desire for long-term security agreements rather than temporary pauses. Despite these overtures, a proposed “energy ceasefire” pushed by President Donald Trump has failed to take hold. President Volodymyr Zelenskyy confirmed to CNN that while he remains open to a ceasefire, any lasting agreement must be anchored by ironclad security guarantees for Ukraine.
