Nuvama Institutional Equities warns that the current consultation paper creates a substantial regulatory overhang for firms heavily reliant on insurance product sales. If finalized, the tighter limits on management expenses and distribution commissions will force a pivot in business models. For certain lenders, management projections suggest a potential hit to return on assets of 18–24 basis points, forcing firms to scramble for alternative revenue streams or adjust lending rates to cushion the blow.

This fiscal pressure arrives at an already challenging time for the sector, as elevated borrowing costs following recent Reserve Bank of India repo rate hikes continue to compress margins. While lending growth remains robust, the dual impact of restricted fee income and rising funding costs threatens to dampen overall profitability. The brokerage notes that the ultimate outcome hinges on the final regulatory framework, as stakeholders continue to debate the proposed constraints before they take effect in FY28.
