The signing ceremony occurred during the 49th Ordinary Session of the African Union Executive Council, underscoring the regional bloc's mediation efforts. Representing their respective governments, Equatorial Guinea’s Foreign Minister Simeon Oyono Esono Angue and Gabon’s Constitutional Court President Dieudonné Aba'a Owono finalized the document under the observation of AU Commission Chairperson Mahmoud Ali Youssouf and Burundi’s Foreign Minister Edouard Bizimana.

This breakthrough stems from high-level talks between President Teodoro Obiang Nguema Mbasogo and President Brice Clotaire Oligui Nguema, who both pledged to honor the court’s May 19, 2025, judgment. To ensure the transition remains stable, the AU has appointed Ambassador Albert Shingiro as a Special Envoy tasked with overseeing the implementation process. Officials from both sides emphasized that the agreement serves as a test of political maturity, proving that neighboring states can navigate complex legal mandates through mutual respect and adherence to international law rather than confrontation.
