ADB Loans India $1 Billion to Modernize Urban Infrastructure

The Asian Development Bank has committed $1 billion to India’s urban transformation program, aiming to turn cities into engines of economic growth. By targeting institutional governance and private investment, the initiative seeks to bolster urban resilience as the country eyes a transition to a developed economy by 2047.

The financing supports the government’s Urban Transformation and Investment Program, focusing on the Urban Challenge Fund to enhance city management. Local bodies will leverage these funds to adopt integrated planning, linking land use with infrastructure while modernizing city administration through digital systems. These upgrades are designed to increase transparency and evidence-based decision-making across municipal governments.

Beyond physical development, the program prioritizes financial autonomy. By encouraging the use of municipal bonds and market-based funding, the strategy aims to move cities away from total reliance on public grants. This shift is critical, as cities currently generate 63 percent of India's GDP, a figure projected to climb to 75 percent by 2030. ADB Country Director for India Mio Oka noted that the program provides the necessary framework to make urban projects investment-ready, ultimately attracting the private capital needed to sustain such rapid growth.
