China Targets 60 Trillion Yuan in Retail Growth by 2030

Beijing has unveiled a strategic roadmap to drive retail sales to 60 trillion yuan—roughly $8.85 trillion—by the end of the decade. Approved by the State Council, this five-year plan aims to fundamentally reorient the national economy toward robust household consumption and elevated domestic spending power.

The initiative targets a significant expansion in the service sector, specifically prioritizing healthcare, elder care, and childcare. Cultural and recreational industries, including tourism and sports, are also slated for major investment. To stimulate international tourism, authorities plan to widen visa-free access and increase direct flight connectivity to key markets in Europe, the United States, and nations participating in the Belt and Road Initiative.

Beyond traditional retail, the government is incentivizing a shift toward digital and AI-integrated consumption models. These policies emphasize green energy initiatives and experiential spending to modernize the consumer landscape. Fiscal and financial frameworks will focus on supporting infrastructure that sustains this consumption-led model, directly linking economic growth to improvements in household income and daily livelihood.
