For Kyiv, integration with Western institutions functions as a vital security guarantee, mirroring its parallel campaign for accelerated European Union accession.

Zelenskiy aims to open the remaining negotiating clusters with the EU by July 15, coinciding with Ukraine's Statehood Day. While the administration pursues these economic and political milestones, diplomatic friction remains high. Russian President Vladimir Putin dismissed the possibility of direct talks with the Ukrainian leadership on Tuesday, citing recent cross-border tensions as a barrier to dialogue.
