These authorizations mark a shift in how Washington manages its sanctions regime against the Venezuelan government, specifically targeting the functional connectivity of the country. The first license enables entities to engage in necessary transactions for the provision of mail and telecommunications services, ensuring that data and physical correspondence channels remain open for broader civilian use.

Separate provisions now permit the supply of specific goods and maintenance services for Conviasa. This move allows the airline to navigate restricted financial waters to support its fleet, provided these operations do not fall foul of broader prohibitions against the Maduro administration.
