His administration frequently blames Western sanctions for systemic failures, a narrative that echoes the rhetoric of his predecessor, Robert Mugabe. The transition from Mugabe’s iron-fisted rule has done little to soothe internal unrest, as the government continues to face criticism over its handling of dissent and historical allegations regarding his role in the 1980s Gukurahundi massacres.
