Shein Settles Federal Trade Commission Probe for $100 Million

Singapore-based retail giant Shein has agreed to a $100 million settlement with the U.S. Federal Trade Commission to resolve a sprawling investigation into chronic delivery delays and consumer grievances. The penalty accounts for nearly half of the company’s second-quarter profit as it faces mounting regulatory pressure across Western markets.

The agreement follows a wave of more than 12,000 consumer complaints filed between January 2020 and June 2026. Customers frequently reported packages marked as delivered that never arrived, involving over $11 million in total transactions. Shein, which previously warned investors in IPO filings that the probe could result in substantial fines, described the settlement as a constructive outcome.

Financial headwinds are mounting for the e-commerce firm. Shares have dropped 22% since the September 1 listing, fueled by investor anxiety over impending European Union fees. App downloads plummeted 42% in September compared to the same period last year. Beyond the FTC settlement, the company remains under investigation by the European Commission regarding the presence of illegal products on its platform, alongside existing penalties for data privacy violations.
