The project addresses systemic hurdles such as fragmented production and limited access to capital. By strengthening ties between farmers, producer organizations, and agrifood enterprises, the initiative facilitates better coordination and adherence to international market standards. Investments in logistics, cold-chain storage, and digital traceability systems are designed to reduce food waste and improve product quality for both domestic and export markets.
Funding is structured through two primary channels. A $720 million Reimbursable Finance Facility provides long-term capital to upgrade processing and climate-resilience systems, while a $30 million partial credit guarantee scheme is set to unlock an estimated $526 million in commercial loans. This dual approach aims to attract significant private co-financing, helping businesses invest in precision agriculture and climate-smart systems.
Implemented by the Ministry of Agriculture and Forestry alongside the Agriculture and Rural Development Support Institution, the project emphasizes support for women, youth, and less-developed regions. Jean-Christophe Carret, World Bank Country Director for Türkiye, noted that these investments are essential for maintaining competitiveness amidst shifting economic and climate conditions. As the inaugural operation under the bank's Europe and Central Asia AgriConnect Program, TARGET establishes a blueprint for regional agrifood modernization.
