This partnership leverages the combined weight of the Agence Française de Développement and the African Development Bank to dismantle the barriers hindering private investment. By pooling risk-sharing mechanisms and technical expertise, the two institutions are addressing a massive $400 billion annual development funding gap. Current efforts prioritize the Youth Entrepreneurship Investment Bank and AFD’s Choose Africa 2 program, specifically tailoring financial instruments for Côte d'Ivoire, Benin, and Togo to pair capital with necessary policy support.
Financial inclusion remains a core pillar, evidenced by the Africa Digital Financial Inclusion Facility. With an additional €3 million commitment from France in 2025, the facility expands digital infrastructure to reach rural communities and underserved demographics. Simultaneously, the Affirmative Finance Action for Women in Africa (AFAWA) initiative has secured $135 million from France to bolster lending capacity for women-led enterprises. To ensure these projects remain viable, the African Legal Support Facility provides the necessary legal training and sovereign debt negotiation tools for governments to manage complex resource transactions effectively.
To bridge the gap between policy and execution, the partners host annual Business Opportunities Seminars in Abidjan. These sessions connect French firms directly with Bank operational teams, demystifying procurement and integrity requirements for sectors ranging from health and sanitation to urban development. By refining project preparation and aligning commercial interests with regional needs, the collaboration aims to transform abstract financial commitments into tangible, bankable local assets.
