The four-year initiative focuses on transforming local recovery needs into viable investment projects. By combining the financial expertise of the EIB with the UNDP’s extensive on-the-ground presence, the partners intend to restore essential services, revitalize local businesses, and create sustainable employment opportunities in unstable environments.
A dedicated EIB Fragility Helpdesk will receive €3 million to assess local risks and ensure that projects are designed for safety and long-term resilience. The remaining €12 million will fund the UNDP’s efforts to prepare project documentation and oversee operations, focusing on sectors such as agriculture, energy, and infrastructure. EIB Group President Nadia Calviño noted that this collaboration is essential for connecting immediate humanitarian relief with durable economic development. By building infrastructure capable of withstanding future shocks, the program seeks to reduce the recurring pressure on emergency aid funds. European Commissioner Hadja Lahbib and UNDP Administrator Alexander De Croo emphasized that early, strategic investment is critical to helping communities move beyond a cycle of dependency and toward self-sufficient recovery.
