When geopolitical tension restricts international financing, the cost of importing this technology spikes. For countries already grappling with limited credit, these barriers create a compounding disadvantage. The authors estimate that under extreme fragmentation, welfare losses—measured in lifetime consumption—could reach as high as 5.20%.
The Double Exposure of Developing Economies
The study highlights a "Fragmented-AI Trilemma," suggesting that nations cannot simultaneously maintain monetary autonomy, efficient capital allocation, and insulation from geopolitical shocks. The model shows that while advanced economies may absorb these shocks, those trailing behind face significantly sharper welfare declines. Even "connector" economies that attempt to bridge rival blocs see their gains evaporate as global divisions deepen. The authors warn that without multilateral efforts to preserve technology access, the current shift in investment will likely widen both international wealth gaps and domestic household inequality, leaving low-income families most exposed to labor-market volatility.
