Despite the strategic alignment, the initiative currently lacks specific funding commitments, quantified job targets, or detailed timelines. The framework acknowledges that fragile and conflict-affected states face a difficult sequencing challenge: balancing immediate stabilization needs with long-term efforts to attract private finance. Success will depend on whether individual country plans can reconcile the demand for commercial returns with the necessity of serving vulnerable populations. As the pilots commence, the credibility of the pact will rest on the ability to translate institutional improvements into tangible, inclusive employment opportunities for local households.
