Seabed cables carry over 99 percent of international data traffic, yet they remain exposed to a blend of natural hazards and deliberate interference. While the UN records more than 200 faults annually caused by earthquakes or fishing, the "background noise" of these accidents provides perfect cover for state-sponsored sabotage. The challenge for authorities is that surveillance—such as NATO’s Baltic Sentry patrols—can spot a vessel near a cable, but it cannot prove intent. A captain’s actions or an anchor’s drag mark often remain locked behind jurisdictional silos, making it nearly impossible to bridge the gap between a broken connection and a diplomatic accusation.
Taiwan’s experience underscores the danger of this ambiguity. In 2025, the island dealt with both a deliberate cable cut by a Chinese captain and a separate series of outages caused by an earthquake. Because the political fallout of a sabotage attempt requires immediate, evidence-backed responses, the inability to quickly distinguish between a tectonic event and a hostile act grants an attacker a significant strategic advantage. The EU’s 2025 cable security plan aims to close this gap through coordinated investigations and better information sharing, yet legal constraints on boarding foreign vessels remain a hurdle. Ultimately, resilience through backup routes is necessary, but it does not deter interference. Unless governments can synchronize civilian operator data with military intelligence, the uncertainty surrounding a severed cable will continue to be a tool for those willing to exploit the silence of the deep sea.
