The financing serves as a critical lifeline for local authorities whose proposals were sidelined when the national Recovery and Resilience Plan hit its 26,000-unit funding cap. By tapping into EIB resources, municipalities can now move forward with construction and rehabilitation projects that were previously restricted to blueprints. Infrastructure and Housing Minister Miguel Pinto Luz noted that the agreement provides the necessary predictability to execute the government’s 'Construir Portugal' strategy, effectively bridging the gap between existing plans and actual delivery.
Beyond simple construction, the initiative focuses on urban regeneration. Renovations will prioritize energy efficiency, improved insulation, and accessibility for residents with limited mobility. Finance Minister Joaquim Miranda Sarmento emphasized that providing stable, dignified living conditions is a central government priority, particularly as rising market prices continue to pressure vulnerable households. EIB Vice President Ioannis Tsakiris added that the investment aligns with broader European efforts to foster social inclusion, recognizing that secure housing acts as a foundation for health, education, and long-term economic stability in local communities.
