Delegates from across Africa and South Korea are converging in Seoul this week for the 8th Korea-Africa Economic Cooperation Ministerial Conference. As the KOAFEC platform marks two decades of collaboration, the summit shifts its primary focus from traditional infrastructure toward artificial intelligence and digital-led industrial transformation.

Prime Minister Han Seong-sook is set to open the four-day event, which aims to bridge Korea’s technological prowess in AI and manufacturing with Africa’s emerging markets and demographic dividend. The discussions are grounded in the strategic framework of African Development Bank Group President Dr. Sidi Ould Tah, who is making his first official visit to Korea since his appointment. His agenda prioritizes the mobilization of domestic capital and the creation of resilient value chains to address the continent’s $400 billion annual development financing gap.

The partnership has proven its efficacy through the KOAFEC Trust Fund, the African Development Bank’s largest bilateral fund. Since 2007, the initiative has provided $50 million in project preparation support, successfully catalyzing over $6 billion in investment pipelines across energy, agriculture, and digital sectors. Beyond capital, the program has bolstered the private sector by supporting 1,300 start-ups and facilitating the creation of 5,000 jobs.

Looking toward 2028, the conference intends to finalize a joint action plan that moves beyond raw material exports. By leveraging Korean innovation in digital networks and energy, the partners hope to accelerate the development of localized industries. The success of this next phase will be measured by the translation of these high-level commitments into tangible infrastructure and competitive businesses that can sustain long-term economic growth.
