Panama Secures $95 Million IDB Loan to Overhaul Urban Sanitation

The capital injection supports a broad sanitation program, including the rehabilitation of the Amador sewerage system and new facilities near Condado del Rey. Central to the initiative is the construction of the Caimito wastewater treatment plant and the initial phase of the Dos Líneas project. At the Juan Díaz plant, engineers will implement infrastructure to repurpose treatment by-products, shifting toward more sustainable resource management.

Beyond direct service improvements, the project funds the Matansillo River interceptor and establishes integrated collection systems for West Arraiján and La Chorrera. These upgrades are designed to mitigate health risks for families living near polluted drainage channels and coastal zones. The program also bolsters the Panama Sanitation Program Coordinating Unit through specialized training in climate-risk planning and contract oversight, ensuring facilities can withstand intense rainfall and shifting water flows.

This loan marks the first operation under a $210 million conditional credit line. With an 18-year repayment term and a 6.5-year grace period, the agreement relies on a significant $172.4 million local counterpart contribution. Alongside physical construction, the investment upgrades the Interactive Environmental Education Center to promote long-term public engagement with water protection and sanitation standards.
