Addressing the Vidhan Sabha, Saini claimed the previous contractor-led framework frequently shortchanged workers, with employees often denied full wages or forced into artificial breaks in service. By moving to a merit-based, digital framework, the government aims to provide social security and transparency that the earlier, opaque system lacked. Saini accused the Opposition of misrepresenting history to suggest that temporary employment originated under the current administration, citing government data dating back to 1967 to prove the practice of contractual hiring expanded steadily under previous governments.

Historical records from March 31, 1967, show that of 97,385 state employees, roughly 12 percent were in contingency or contractual roles. By 2013, that segment had grown to 84,642, with the number of temporary staff exceeding one lakh by 2014. Beyond the structural changes, the administration highlighted new protections for female employees. Under the current Nigam, women now receive institutionalized maternity leave and 22 days of casual leave, benefits that were previously subject to the discretion of individual contractors.
