Ratcliffe’s presence in Russia arrives alongside fresh intelligence warnings regarding President Vladimir Putin’s long-term strategy. US officials suggest that the Kremlin may test NATO cohesion within the next few years, potentially utilizing methods ranging from cyber warfare to limited military incursions. Ratcliffe personally facilitated the release of dual national Ksenia Karelina in April 2025, building on the agency’s earlier work in the 2024 prisoner swap that secured the return of Evan Gershkovich and Paul Whelan.
