The findings, derived from the 2025 Workplace Experiences Survey, indicate that prevalence rates dropped among both men and women. For active-duty women, the estimated rate of unwanted sexual contact fell to 4.3 percent from 6.8 percent in 2023, while rates for men declined to 1 percent. Sexual harassment reports followed a similar trajectory, decreasing from 24.7 percent to 17.5 percent for women and from 5.8 percent to 4.4 percent for men.
Defense officials noted a rise in formal reporting, which climbed from 25 percent of estimated incidents in 2023 to 33 percent in 2025. Under Secretary of War for Personnel and Readiness Anthony J. Tata stated that while these shifts suggest progress, the persistence of these issues threatens the foundational trust and mission readiness of the force. This data arrives as Congress continues to implement reforms that shift the prosecution of serious crimes, including sexual assault, away from the traditional chain of command and toward independent military prosecutors.
