The legal action follows Kennedy's own public disclosure that he traveled to Ukraine in 2022 to join the International Legion. Operating under a pseudonym to avoid special treatment or family concern, he participated in combat missions within the Kharkiv region before returning home in October of that year. Russian state media outlet TASS reported that the decision to issue the warrant was upheld by an appeals court during closed-door proceedings.

Kennedy, who is the grand-nephew of former President John F. Kennedy, is charged under Part 3 of Article 353 of the Russian Criminal Code. This provision specifically targets foreign nationals accused of acting as mercenaries during armed conflicts. While his defense team has formally challenged the court's ruling, the warrant signals a significant escalation in the legal pressure applied by Moscow against foreign volunteers who served alongside Ukrainian forces.
