Alvarez will coordinate the operations of the International Bank for Reconstruction and Development, the International Finance Corporation, and the Multilateral Investment Guarantee Agency. This consolidated approach allows the institution to package public-sector financing with private-sector expertise and risk-mitigation tools, providing the Caribbean nation with a more agile toolkit for infrastructure and economic growth.
Transitioning from his previous post as Country Manager for Angola and São Tomé and Príncipe, Alvarez brings over two decades of institutional experience to the position. Having served as legal counsel for Latin America and the Caribbean, he possesses a deep understanding of the region's policy frameworks. His focus will remain on job creation and leveraging private investment to complement public resources, particularly where traditional funding requires additional technical support or political risk guarantees to materialize.
