Andhra Pradesh Overhauls Local Governance with New Reservation Quotas

Chief Minister N Chandrababu Naidu has cleared a path for long-awaited local elections in Andhra Pradesh, mandating specific reservation quotas for Backward Classes. The cabinet decision secures 34% of seats in rural bodies and 33.33% in urban municipalities, aiming to formalize inclusivity while restructuring the state’s administrative geography.

The state cabinet maintains existing reservation structures for Scheduled Castes and Scheduled Tribes, ensuring current protections remain untouched. Beyond quotas, the government is fundamentally altering the mechanics of local power by shifting to a direct election format for Mayors and Chairpersons. This change removes indirect selection processes, placing the mandate directly in the hands of urban voters.

Simultaneously, the administration is expanding its footprint to reflect recent district reorganizations, doubling the number of Zilla Parishads from 13 to 28. These structural adjustments serve a dual purpose: accelerating the timeline for pending elections and positioning local bodies to better secure and manage central government funding. By realigning administrative boundaries with electoral reform, the state seeks to resolve previous bottlenecks in local governance.
