World Bank Bars Nigerian Aviation Firm Over Fraudulent Bidding

The World Bank has barred United Aviation Services Limited and its owner, Air Vice Marshal Alkali Mamu, from all bank-financed projects for 31 months. The sanctions follow an investigation into the Zinder–Agadez road project in Niger, where the company utilized falsified documentation to secure a prequalification bid.

The debarment stems from the Enhancing Niger Northeastern Connectivity Project, an infrastructure initiative focused on improving road safety and transit corridors. Investigators determined that the firm submitted fraudulent experience records during the procurement process, a direct violation of the bank's integrity framework.

While the 31-month penalty is significant, the duration was shortened after both the company and Mamu entered into settlement agreements. By admitting responsibility and cooperating with the investigation, they secured a reduced term. As part of their rehabilitation, UNASEL must now implement a strict integrity compliance program, and Mamu is required to complete corporate ethics training.

The consequences of this ruling extend beyond the World Bank's own portfolio. Under a 2010 cross-debarment agreement, other multilateral development banks may now honor these sanctions, effectively freezing the firm out of a broader range of international infrastructure contracts.
