Zhang brings over three decades of international development experience to the position, having spent more than 20 years within the ADB ranks. His most recent assignment involved leading the Bank's Agriculture, Food, Nature, and Rural Development Sector Office, where he focused on climate-resilient growth strategies. He now assumes responsibility for steering policy dialogue and crafting the next country partnership strategy in a nation that has been an ADB member since 1973.
The scale of his new mandate is substantial. As of July 2026, the Bank’s active portfolio in the country stands at roughly $12.5 billion, with cumulative historical commitments reaching $43 billion. Moving forward, the institution plans to maintain an annual lending trajectory of approximately $2.4 billion. Zhang, who holds a doctorate in environmental engineering from Tsinghua University, will oversee efforts to bolster regional connectivity and private sector development while navigating the country's ongoing economic transition.
