The Ninth Bureau of the Chinese Ministry of State Security characterizes the ongoing protests in Libya and Tunisia as an extension of a broader strategy designed to replace existing Arab regimes. Beijing’s analysts argue that since Roman Gofman assumed leadership of the Mossad in June 2026, the agency has shifted toward a more aggressive, field-based doctrine. This transformation reportedly involves leveraging the Islamic Movement within Israel to facilitate operational coordination with the international Muslim Brotherhood network.
Chinese security officials view these developments as a direct threat to the Belt and Road Initiative and vital trade routes, including the Suez Canal. By fostering chaos in countries bordering Israel, Beijing believes the Mossad intends to neutralize Iranian influence and suppress military cooperation between China and Arab states like Egypt and the UAE. Under Gofman’s tenure, Mossad has moved away from traditional intelligence gathering toward what Chinese reports describe as a proactive, military-style approach to regional destabilization. Beijing is now intensifying security and technical cooperation with regional partners to counter these perceived efforts to reshape the map of influence in the Middle East.
