By contesting the naming of the entity under scrutiny, the firm has successfully stalled proceedings for more than a year, complicating efforts to uncover alleged price-fixing.

The Competition Commission of India originally launched its inquiry following allegations of a coordinated cartel involving rate manipulation and predatory discounting. Investigators suspect that major advertising agencies utilized encrypted platforms like WhatsApp to align pricing strategies, a probe triggered by a whistleblower submission from Dentsu.

Publicis contends that regulators have misdirected their efforts by targeting the global parent company rather than the specific local subsidiary, TLG India. Documents reviewed by Reuters confirm that the agency is now petitioning the courts to force a revision of the investigation papers. Neither the commission nor the advertising firm has issued a statement regarding the ongoing deadlock, which continues to cast uncertainty over the broader Indian advertising market.
