The proposal aims to secure peace through robust security guarantees provided by major powers, including Russia. Tokayev positioned this diplomatic pivot as an opportunity to move past the military deadlock that has persisted since the 2022 invasion. However, previous iterations of these talks in both 2022 and 2025 failed to yield substantive breakthroughs, leaving the path to a settlement unclear.
Kremlin spokesman Dmitry Peskov confirmed that Vladimir Putin remains skeptical of the initiative. According to the Kremlin, the primary obstacle remains Kyiv’s refusal to align with Moscow's conditions. Putin maintains that any progress is contingent upon Ukraine withdrawing its forces from contested territories and formally abandoning all ambitions regarding NATO membership.
