Once these regulations are notified, the government will begin accepting applications from private operators. Singh emphasized that strict financial safeguards will be a prerequisite for entry, requiring companies to secure comprehensive insurance policies or financial guarantees to cover potential liabilities. These protections must remain active through consistent renewals throughout the operational lifecycle of any nuclear facility.
The Act establishes a liability structure for operators ranging from Rs 100 crore to Rs 3,000 crore, scaled according to the specific type of facility involved. In instances where damages exceed these thresholds or result from exceptional events, the Central Government will step in to assume responsibility. Officials are currently evaluating the creation of a dedicated Nuclear Liability Fund, potentially financed through electricity levies, while simultaneously developing mandates for public safety outreach that align with national security requirements.
