Asian Development Bank to Establish Ankara Hub with $3 Billion Annual Plan

The Asian Development Bank is planting a permanent flag in Türkiye, opening a resident mission to oversee a $3 billion annual investment pipeline through 2027. This move transforms the bank’s regional strategy, shifting from remote oversight to an on-the-ground presence tasked with accelerating infrastructure reconstruction and cross-continental trade integration.

The new office, approved by the Board of Directors, will be managed by a country director and a local team dedicated to streamlining financing timelines and project implementation. By embedding staff within the local institutional ecosystem, the bank aims to move beyond traditional lending, focusing instead on rapid response protocols for emergencies and natural disasters—a priority sharpened by the catastrophic earthquakes of February 2023.

Financial commitments will span a broad industrial spectrum, including energy, digital infrastructure, healthcare, and agribusiness. ADB President Masato Kanda emphasized that this local footprint is designed to catalyze both public and private sector growth. The bank intends to finalize over 30 private sector transactions by the end of 2027, leveraging Türkiye’s geography as a manufacturing and transport bridge between Asia and Europe to draw in additional capital.

This expansion follows a test year in which the bank deployed $1.1 billion toward municipal services and export-oriented manufacturing, alongside $200 million targeting female-led small businesses. With the resident mission operational, the bank moves into a phase of deeper integration, aiming to link Turkish industrial capacity more tightly with regional economic stability.
