Beijing Challenges US AI Hegemony with New Global Governance Vision

The strategy, unveiled at the World Artificial Intelligence Conference in Shanghai, seeks to position China as a provider of global public goods. Xi argued that AI should not remain concentrated within a few advanced economies, framing unequal technological access as a potential source of historical injustice. To operationalize this, Beijing is integrating AI diplomacy into its foreign policy, pledging expanded training and research partnerships with BRICS, ASEAN, and African Union nations.

At the core of this initiative is the World AI Cooperation Organisation (WAICO), which has already secured 29 member states. Unlike the U.S.-led approach, which often favors proprietary models from firms like OpenAI, China is championing open-source systems as a means to democratize technology. Beijing-based startup Moonshot AI underscored this ambition by unveiling the Kimi K3, currently billed as the world’s largest open AI model by parameter count.

Analysts suggest this push represents a fundamental shift: China no longer aims to merely catch up with Silicon Valley but intends to define the standards and norms governing the future digital economy. However, the vision is not without internal friction. While Beijing advocates for global openness, it simultaneously weighs new national security restrictions on its own advanced model exports. This tension highlights the growing divide as the world faces the prospect of competing, fragmented technological spheres, with the upcoming U.S.-China dialogue serving as a critical test for whether a unified global framework remains viable.
