Eight months after the collapse of the Assad regime, President Ahmed al-Sharaa has filled the final 70 seats of Syria’s 210-member People’s Assembly. The legislature is now set to convene next Monday, marking a symbolic milestone in a transition defined by concentrated executive power and ongoing regional instability.

The completion of the assembly follows a selection process that began last year, with two-thirds of the body previously chosen via regional electoral colleges. President al-Sharaa’s final appointments included 15 women, bringing the total female representation to 21. Notably, seats for the Druze-majority province of Sweida stay vacant, as security conditions and persistent friction between local fighters and state forces prevent full integration into the political process.

Despite the return of a legislative body, the new parliament faces structural limitations. Under the 2025 interim constitutional framework, the Assembly holds the power to debate and approve laws, but lacks the authority to challenge the government’s tenure. Executive power remains firmly anchored in the presidency, prompting rights groups and political observers to question the depth of the promised reforms. As the Assembly prepares for its inaugural session, international stakeholders are watching closely to see if the body serves as a genuine vehicle for institutional change or merely a facade for continued presidential dominance.
