Karnataka Secures $183 Million ADB Loan to Revamp Public Education

The Asian Development Bank has greenlit a $182.89 million loan to overhaul Karnataka’s public school system, targeting over one million students. By establishing 500 integrated school clusters, the initiative aims to bridge the gap between current classroom instruction and the demands of India’s rapidly evolving technology-driven workforce.

Karnataka Secures $183 Million ADB Loan to Revamp Public Education

The Strengthening Karnataka Public Schools Program focuses on creating seamless education pathways from pre-primary to secondary levels. Beyond physical infrastructure, the funding will modernize curricula and teacher training, with an emphasis on STEAM education and industry-aligned skills modules. The program specifically targets students from disadvantaged backgrounds and female learners, aiming to improve retention rates in a state where only 48.3% of students currently complete secondary school.

Scaling Education Reform

This project represents the bank’s inaugural large-scale investment in India’s public school sector, operating under a results-based lending model that aligns with the National Education Policy 2020. Supplementing the ADB loan is a $10 million grant from the International Finance Facility for Education. Mio Oka, ADB Country Director for India, emphasized that the investment is critical for transforming underserved areas into hubs of future-ready learning. As Karnataka leverages its demographic advantage—where 70% of the population is of working age—these reforms seek to convert the state’s young demographic into a competitive, skilled labor force.
