Ramirez conditioned this potential partnership on the preservation of existing ties with Taiwan, a stipulation that remains a primary friction point. China views Taiwan as a breakaway province and refuses to maintain formal diplomatic relations with any state that recognizes the island’s government. By insisting on this dual track, Paraguay faces a complex balancing act between expanding its export markets and maintaining its geopolitical commitments.
