Chief Justice John Roberts delivered the majority opinion, grounding the decision in the Fourteenth Amendment’s Citizenship Clause. By affirming that children born to parents unlawfully or temporarily present remain subject to U.S. jurisdiction, the Court effectively nullified the executive order Trump previously attempted to enforce.

Trump dismissed the necessity of a complex constitutional amendment to overturn the precedent. Instead, he framed the path forward as a simple legislative task, promising his total support for any bill that would end what he termed an expensive and unfair practice. He called on Congress to begin drafting such legislation immediately, banking on the belief that a statutory change can succeed where his prior executive actions failed.
