The Russian president dismissed a recent proposal from Kyiv that suggested a mutual suspension of long-range strikes and a localized cease-fire within the contested territories. By rejecting this framework, the Kremlin effectively signaled that it will not entertain partial truces or limited de-escalation while Ukrainian troops remain in areas Russia now claims as its own sovereign territory.
Kremlin spokesperson Dmitry Peskov emphasized that this position has been communicated consistently to both the Ukrainian government and American negotiators. The hardening of these demands follows a strategic consultation between Putin and Belarusian President Alexander Lukashenko, held shortly before Lukashenko’s scheduled diplomatic mission to China. Despite international pressure, Moscow shows no sign of softening its initial terms, leaving the prospect of a negotiated settlement at a total standstill.
