Xi framed the partnership as a necessity for addressing a changing international environment, specifically identifying transnational cybercrime and telecommunications fraud as primary targets for joint intervention. He described these criminal networks as a "tumor" requiring concentrated bilateral action.
This visit, scheduled from June 25 to 27, builds on the inaugural 2+2 Strategic Dialogue Mechanism held in April. That forum, which united foreign and defense ministers from both nations, laid the groundwork for this shift toward defense and intelligence integration. By prioritizing these sectors, China reinforces its position as Phnom Penh’s chief diplomatic and economic patron, while Cambodia gains a powerful partner to help safeguard its national sovereignty. The collaboration is expected to manifest in increased military engagement and more frequent high-level security exchanges in the coming months.
