The negotiations were intended to launch a critical 60-day window for defining enforcement mechanisms, timelines, and verification procedures following military operations earlier this year. Moving from a broad political accord to specific implementation steps has historically proven to be the most difficult hurdle in the relationship between these two nations.

Deep-seated skepticism continues to complicate the path forward. Iran’s Tasnim news agency recently reported that Tehran is withholding confirmation of its delegation’s travel until it sees concrete evidence of U.S. compliance with existing commitments. This cycle of mutual suspicion—where each side demands proof of good faith before making its own concessions—has derailed previous diplomatic efforts. While the ceasefire remains technically in place, the lack of momentum increases the risk that minor security incidents or political pressures could unravel the fragile stability established after recent military engagements.
