Ukrainian President Volodymyr Zelenskiy framed the strikes as a direct response to Russian attacks on Ukrainian cities, including recent damage to the Kyiv Pechersk Lavra monastery. While Moscow Mayor Sergei Sobyanin confirmed that several drones reached the refinery and caused damage to a local shopping center, Russian defense officials claimed to have intercepted 180 drones over the Moscow region alone. The refinery strike has forced a temporary suspension of operations, further straining Russian fuel supplies and compelling the world’s third-largest oil producer to pivot toward maritime fuel imports.
Beyond the capital, the conflict expanded across the border. Russian missiles struck Kyiv, while Ukrainian forces targeted an oil depot in the Rostov region and critical bridge infrastructure. Regional authorities reported 16 injuries in the Moscow area and fatalities in the Belgorod and Rostov regions. Kremlin aide Yuri Ushakov signaled that the latest strikes have effectively frozen any prospects for direct negotiations between Vladimir Putin and Zelenskiy. As air raid alerts sound across Ukraine and Moscow airports face evacuations, the strategy of targeting energy infrastructure has become the defining feature of this phase of the war.
