US Midterm Ballot Measures 2026: From Transgender Rights to Wealth Tax

Voters across more than three dozen states will face roughly 150 ballot measures this November 3, turning the midterm elections into a referendum on deeply polarizing social and fiscal policies. From constitutional bans on gender-affirming care to experimental billionaire taxes, the outcomes will reshape legislative landscapes nationwide.

The battle over transgender rights occupies a central position on the ballot. Arizona, Colorado, Nebraska, and Washington are considering restrictions on transgender participation in female sports, with Arizona’s proposal specifically targeting private schools and bathroom access. Meanwhile, Colorado and Missouri voters will weigh limits on gender-affirming care for minors. Abortion access remains equally contentious, as Idaho moves to codify rights up to fetal viability, while Missouri’s Republican-led legislature seeks to reinstate a near-total ban.

Fiscal and political procedural shifts further define the cycle. California’s Proposition 40 proposes a pioneering billionaire tax that has fractured local Democratic leadership, drawing opposition from Governor Gavin Newsom. Simultaneously, Montana is challenging the 2010 Citizens United ruling through a measure intended to curb corporate election spending. These initiatives sit alongside structural changes to voting, such as Alaska’s decision on maintaining its ranked-choice system and various states' efforts to mandate government IDs for mail-in ballots.
