Trump Weighs Lifting Sanctions on Russian Direct Investment Fund

The Trump administration is evaluating a request to remove sanctions from the Russian Direct Investment Fund, a move that threatens to unravel years of American economic pressure on Moscow. Russian officials are leveraging the fund's role in diesel shipments to push for this delisting during ongoing negotiations over the war.

Trump Weighs Lifting Sanctions on Russian Direct Investment Fund

The Russian Direct Investment Fund was designated a "slush fund" by the Biden administration shortly after the 2022 invasion of Ukraine. Officials at the time identified the entity as a pillar of Russian kleptocracy, noting its ability to bankroll military efforts through access to Western financial markets. By reconsidering these penalties, the current administration aims to foster a new economic relationship with the Kremlin, viewing business deals as a pathway toward ending the conflict.

Kirill Dmitriev, who leads the fund, has emerged as a key interlocutor for the White House. Steve Witkoff, Trump’s special envoy, recently praised Dmitriev’s cooperation during meetings in St. Petersburg. Beyond the fund, the administration has engaged in discussions regarding Russian oil interests and potential gas projects in Alaska. While proponents argue that these overtures incentivize peace, critics—including several Republican lawmakers—warn that the White House is granting significant economic concessions without securing a formal halt to hostilities. The potential delisting remains a focal point for those concerned that Washington is abandoning the pressure strategy that previously tethered sanctions to a definitive settlement in Ukraine.
