The European Union has shifted its stance, moving away from a strategy of total exclusion toward direct engagement with Moscow. Leaders in London, Berlin, and Paris have increasingly signaled support for a ceasefire, advocating for a dialogue between President Volodymyr Zelenskiy and President Vladimir Putin. This marks a departure from earlier periods when European capitals largely deferred to Washington on regional security matters.
Russia is preparing to restart three-party negotiations involving Ukraine and the United States shortly after the November 4 National Unity Day holiday. Zelenskiy confirmed that peace negotiators are scheduled to meet in Abu Dhabi during the first half of November, aiming to lay the groundwork for a potential summit of leaders. Concurrently, diplomatic efforts are intensifying on the global stage, with preparations underway for a meeting between Putin, Chinese President Xi Jinping, and Donald Trump on the sidelines of the APEC summit later next month.
