AfDB Blacklists China Railway 20th Bureau Over Cameroon Project Fraud

The African Development Bank Group has barred China Railway 20th Bureau Group Corporation Ltd. from its projects for 13 months following a probe into fraudulent activities. This sanction, which extends to the firm's global affiliates, effectively locks the contractor out of all bank-financed operations until specific integrity requirements are met.

The investigation, conducted by the Bank's Office of Integrity and Anti-Corruption, centered on the company's involvement in the Cameroon Transport Sector Support Programme Phase 1. While the bank confirmed the fraud finding, it opted to withhold specific details regarding the nature of the misconduct, the value of the affected contracts, or the broader financial impact on the infrastructure initiative.

Eligibility will not be automatically reinstated once the 13-month window expires. To regain access to bank-funded contracts, the Chinese construction giant must demonstrate the successful implementation of an integrity compliance program that aligns with the bank's internal standards. This oversight body continues to manage reporting channels for suspected misconduct across all bank-backed development operations, maintaining a strict stance against irregularities in the transport sector.
