The ultimatum follows the congressional passage of a bill authorizing up to 100 percent tariffs on the top five importers of Russian oil and natural gas.

The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, which cleared the House with a 262-159 vote, targets the financial mechanisms sustaining Moscow’s war effort. By restricting the operations of Russian banks and the shadow fleet of tankers, the legislation aims to isolate the Kremlin. Senator Blumenthal explicitly challenged India and China to shift their energy procurement, characterizing continued reliance on Russian supplies as a failed strategy of appeasement.

New Delhi has pushed back, emphasizing its sovereign mandate to secure affordable energy for its population. The Indian Foreign Ministry confirmed that officials have communicated the potential for significant bilateral friction to their American counterparts. While the legislation allows for narrow exceptions for countries that aggressively reduce their reliance on Russian exports, India maintains that it will prioritize its economic interests and market dynamics, signaling a potential diplomatic impasse as the bill moves to President Trump for his signature.
