Their framework suggests a shared definition of "meaningful human control" to bridge the gap between American and Chinese military standards. Central to these proposals is the creation of a dedicated military hotline specifically for AI-related incidents, intended to halt the rapid, machine-driven feedback loops that could occur if defensive algorithms misinterpret each other’s actions as hostile.

Despite the technical necessity of these protocols, diplomatic hurdles remain significant. Experts point to the historical unreliability of existing communication channels, noting China's refusal to answer U.S. calls during the 2023 spy balloon incident. Furthermore, both nations remain deeply protective of their own technological dominance. While Beijing has begun incorporating AI into its arms control discussions at the United Nations, the United States lacks a centralized agency for such oversight, leaving the issue scattered across the Pentagon, the State Department, and the White House. With Donald Trump and Xi Jinping expected to meet on September 24, the challenge lies in decoupling essential safety measures from the broader, ongoing race for strategic technological superiority.
