The legislation also addresses Russia’s "shadow fleet" of tankers and extends existing sanctions related to Iran. The effort was long championed by the late Senator Lindsey Graham, who sought to formalize economic pressure on the Kremlin. For supporters and Ukrainian officials, the move is a necessary step to force a shift in the war’s trajectory and curtail the flow of capital to Moscow.
